PURPOSE:

To outline requirements relating to professional licensure and the responsibilities of licensure programs.

APPLIES TO:

All faculty, staff, and students participating or involved in a program leading to professional licensure.

POLICY STATEMENT:

A licensure program is an educational program designed to meet educational requirements for a specific professional license or certification where, 1) licensure or certification is required for employment in an occupation or 2) the program is advertised as meeting such requirements.

In accordance with U.S. Department of Education regulations (34 CFR 668.43; 34 CFR 668.14(b)(32)), universities must make information about all licensure programs public and readily available. Each licensure program must publish a list of states and territories for which a determination has been made as to whether the program meets such requirements. If the program does not meet the educational requirements for licensure in a state or territory, and such licensure is required for employment in the field in that state or territory, individual disclosures are made to students based on the student’s location.  Students admitted to a licensure program that does not meet licensure requirements in the student’s location (as defined below) may not enroll unless the student intends to seek employment in a state or territory where the program meets such requirements. In this case, the student must submit a statement attesting to this intention as part of the application process. 

Students will be provided with information on the states where specific programs at KU does meet licensure requirements. If a student is unwilling or unable to provide an attestation that they intend to seek employment in a state or territory where the University meets licensure requirements, then the student will not be able to enroll in the program.

Student Location

The University of Kansas Lawrence campus (KULC) and all reporting units, and the University of Kansas Medical Center (KUMC) and all reporting units, hereinafter referred to as “KU” are required to determine the location of students enrolling in a designated licensure program so that students may, as necessary, receive direct communication if the licensure program does not meet the educational requirements for licensure in their location. 

KU determines the “student location” in the following manner: the physical address where a student lives while taking classes at KU serves as the student location. The “student location” is stored in KU’s student information system. Updates to the “student location” are made at the discretion of the student. In cases where a current address is requested by KU but not provided by the student, the “student location” is considered the State of Kansas. Similarly, for students residing outside any U.S. state or territory, the student location is considered the State of Kansas. 

Public & Individual Disclosures

For the purposes of public disclosure, the below respective offices maintain Professional Licensure Disclosure webpages with links to all individual program disclosures:

Individual disclosures are the responsibility of Enrollment Management in coordination with individual licensure programs and the Office of Academic Affairs (KULC) and the Office of Academic and Student Affairs (KUMC). Individual disclosures are sent to specific students when it is determined that the program to which the student has applied or in which the student is already enrolled does not meet the educational requirements for licensure in the student’s location. This determination is made:

  • For students admitted to an online program, based on the location provided in the application.
  • For students admitted to an on-campus program, based on a presumed location in Kansas or Missouri, verified upon collection of the student’s local address.
  • For current students, any time a student relocates and notifies KU of a change of address that includes a move to another state or territory.

Licensure Program Responsibilities

It is the responsibility of licensure programs to maintain their individual program disclosure pages in accordance with federal regulations, and to review and update such information at least once per academic year and any time new, relevant information is obtained. Licensure programs must also be prepared to assist with any reporting required for the purposes of federal, state, or accreditor compliance.
