Summary
IT environment changes, also known as technical changes, can begin as either project deliverables and/or routine updates, upgrades, or deployments of IT systems. These changes are supported by two IT units: the IT Project & Organizational Change Management (POCM) group, which focuses on preparation and managing the people side of a change, and the IT Administrative Technical Change Control group (TCC), which reviews and oversees the technical aspects of the change plan.
Read below for information on both groups and how their components of organizational change management (OCM) and technical change control (TCC) affect and support the implementation of IT changes.
KU IT Change Management Overview
The KU IT Change Management Process combines Organizational Change Management (OCM) and Technical Change Control (TCC) to ensure IT changes are appropriately communicated, reviewed, approved, and implemented.
IT Change Management Process Overview
The IT change process includes the key steps and items below, however, depending upon the needs of the change, not every item may be necessary or used. OCM assists with change management and communication at the beginning and end of a change and TCC performs change control and communication in the middle of a change.
-
Changes to the KU IT environment can be created as part of work from:
-
An IT project.
-
The implementation of a new IT system or required updates to an IT system.
-
A system owner, manager, or stakeholder identifies a needed technical change.
-
Scope for the change is defined by a system owner, manager, and/or other technical teams.
-
After scope is defined, determine if OCM is required to communicate and coordinate with stakeholders.
-
If no, go to step 6 below.
-
If yes, continue to step 5 below.
-
OCM sends communications to stakeholders well in advance of the change implementation date, and with the goal of aiding in awareness and adoption.
-
The change owner or responsible files an IT environment change.
-
The submitted change's plan is reviewed by the TCC Manager and IT Change Advisory Board (CAB).
-
Depending upon whether the change's plan is approved by CAB:
-
If no, the change responsible revises the plan's details in accordance with feedback from CAB. Then go to step 7 above.
-
If yes, continue to step 9 below.
-
TCC sends broadcast notifications to IT Staff and IT alert subscribers each week outlining all upcoming IT environment changes.
-
OCM assists with pre-change stakeholder communication and planning.
-
OCM provides business analysis and assists with coordinating and facilitating pre-change testing as needed
-
The change is implemented by the vendor or IT functional teams.
-
OCM provides business analysis and assists with coordinating and facilitation post-change testing as needed.
-
The change is resolved by the change responsible member.

Differences Between OCM and TCC
As detailed above in sub-section "IT Change Management Process Overview," the IT Change Management process is facilitated by OCM, which bookends the beginning and end of a change, and TCC in the middle.
A broad overview is that:
-
OCM is engaged at the beginning of a change to assess impacts, contact stakeholders, and organize activities and resources to prepare to make a change.
-
TCC activates in the middle of a change, when the change plan is submitted to the IT Change Advisory Board (CAB) for review, and coordinates broadcast communications to campus, the IT Department, and IT alert subscribers.
-
OCM continues near the end of a change, when stakeholder coordination and communication are key.
