Summary
Email inbox rules can be setup in Outlook to flag specific senders to apply specific rules to that sender's email.

Select an email from the sender you wish to create a rule for.

In the Home ribbon Select Rules in the Move section.

Select Create Rule.

Select Advanced Options.

Select the check-box next to From LastName, FirstName of the sender. Select the check box next to assigned to a category (The option will appear this way if no category has been selected before).

In the box labeled Step 2: click the underlined value to edit which category you'd like to assign the message to and then click OK.
